Kwesi R. Howard

Kwesi R. Howard was designated to serve as the Acting United States Marshal (USM) for the District of the Virgin Islands by the Attorney General on February 8, 2023.  Acting USM Kwesi R. Howard began his law enforcement career as a U.S. Customs and Border Protection Officer in the Virgin Islands with the Department of Homeland Security in 2009.

Acting USM Howard joined the United States Marshals Service (USMS) as a Deputy United States Marshal assigned to the District of the Virgin Islands in 2010.  Acting USM Howard was promoted in 2017, where he served as the Judicial Security Inspector for the District of the Virgin Islands.  Acting USM Howard was promoted to the role of Deputy Supervisory U.S. Marshal in the District of the Virgin Islands for the St. Thomas office in 2019.  In 2022, Acting USM Howard was selected to serve as the Deputy Chief U.S. Marshal for the District of the Virgin Islands.  He was the first Virgin Islander to ever hold this prestigious position.  Acting USM Howard has conducted and overseen numerous protective missions and investigations in the Virgin Islands to include the arrest of a USMS top 15 fugitive that fled to the British Virgin Islands wanted for a homicide.  Deeply rooted in the Virgin Islands community, USM Howard also takes pride in working with different groups and frequently speaking to the youth in the Virgin Islands.

Acting USM Howard was born and raise on St. Thomas in the U.S. Virgin Islands and graduated from Charlotte Amalie High School in 1995.  He then went on to graduate in 2001 from the University of the Virgin Islands with a Bachelor of Arts in Business Administration and an Associate of Arts in Business Management.
