US Marshals arrest 3rd suspect in Congressional intern’s death

WASHINGTON, DC — On October 29, 2025, the U.S. Marshals Service Capital Area Regional Fugitive Task Force (CARFTF), as part of the DC Safe and Beautiful Task Force, arrested Naqwan Lucas, the final suspect wanted in the June 30 shooting death of a 21-year-old congressional intern in Northwest Washington. 

Two of the three suspects were arrested on September 5, 2025, but Lucas, 18, was able to avoid arrest and had been on the run since. Lucas, his brother Jailen Lucas, and Kelvin Thomas are believed to have been engaged in an altercation that escalated into gunfire during which Eric Tarpinian-Jachym, an intern for Representative Ron Estes, R-Kan., was shot and killed. Tarpinian-Jachym, of Granby, Massachusetts, was not an intended target, according to investigators.

Lucas is also wanted in a second homicide. It is alleged that on July 4, 2025, Lucas shot and killed a 17-year-old female in the 1700 block of Benning Road, NE, in Washington, DC.

Investigators were made aware of an address in Montgomery Village, Maryland, that Lucas was occupying. CARFTF’s Counter Gang Unit was called in to positively identify Lucas in the residence. When confirmed, investigators knocked and announced their presence as law enforcement.

A USMS Tactical K-9 (TK-9) was deployed and Lucas attempted to avoid the TK-9 by jumping out a window. Lucas was treated at the scene for injuries sustained from the jump and the TK-9, and once medically cleared, was transported to the D.C. Metropolitan Police Department Homicide Branch for processing.

Serralta. “It is the mission of the DC Safe and Beautiful Task Force to ensure the safety of our communities, and that is what we do by apprehending individuals like this so they can answer to the charges against them.”
