MSTF Arrests Two on Separate Attempted Murder Charges

Memphis, TN – The Memphis Safe Task Force (MSTF) made two separate arrests of individuals charged with Second Degree Attempted Murder yesterday.

Travis Carter, 42, was charged with Attempted Second-Degree Murder, Employment of a Firearm During a Dangerous Felony, False Reporting, Domestic Assault, and Convicted Felon in Possession of a Handgun.

A 911 call for a bleeding woman at the 200 Block of Main Street came through MPD’s North Main Dispatch. Members of the MSTF were the first on the scene and quickly rendered aid to the woman.

MPD and members of the MSTF noticed an individual, later identified as Carter, standing with the victim. After the victim was stabilized and transported to the hospital, investigators arrested Carter as the alleged shooter.

In a separate incident in the 4100 Block of 2nd Northside Drive, Marquis Dobbs, 22, was arrested on two Counts Criminal Attempt-Second Degree Murder, two Counts Employ Firearm W/I to Commit Felony, and Aggravated Assault.

On April 30, 2026, MSTF received a request from MPD Violent Crimes and Gang Unit to attempt to apprehend Dobbs on outstanding warrants. Task Force members went to a known residence and knocked and announced. The suspect attempted to jump out the back window of the residence and flee but was immediately taken into custody.

The warrants Dobbs was wanted for are for an incident in February of this year. He is alleged to be involved in a shootout with other individuals where two were shot and critically wounded. The Aggravated Assault warrant occurred on the same date in a separate incident.

Since the launch of the Memphis Safe Task Force initiative, officers have made 8,701 arrests, including 64 for homicide, 957 for controlled substances, 791 for firearms violations, and 105 for sex offenses. Of those arrested, 248 were juveniles and 925 were known gang members. The task force has seized 1,426 illegal firearms. These enforcement actions reflect a sustained commitment to reducing violent crime and removing dangerous weapons from Memphis neighborhoods.

The Memphis Safe Task Force (MSTF), a multi-agency initiative, was organized in September 2025 to combat violent crime in Memphis. It is composed of federal, state, and local law enforcement, as well as the Tennessee National Guard, and focuses on arresting violent criminals, clearing warrants, seizing firearms, and locating missing children. Since the operation began, the MSTF has located 150 missing children.

This operation reflects the MSTF’s commitment to coordinated enforcement efforts and its mission to identify, apprehend, and hold accountable those who pose a threat to public safety.
