U.S. Marshals' Biographies

In February 2020, T. Michael O'Connor was sworn in as the U.S. Marshal of the Southern District of Texas. A fifth-generation South Texas rancher, U.S. Marshal T. Michael O'Connor continues his stewardship in public service and as a businessman.

Susan Lewellyn Pamerleau serves as the 33rd United States Marshal for the Western District of Texas. She was confirmed by the United States Senate August 28, 2018 and sworn in September 17, 2018.

The Honorable Justin L. Martinez was nominated by President Biden on October 14, 2023, confirmed by the U.S. Senate on June 7, 2023, and sworn-in to serve as the United States Marshal for the District of Utah on June 20, 2023.

Lisa Dickinson was appointed as the United States Marshals Service (USMS) General Counsel on August 30, 2020 by former Director Donald W. Washington. capacity, she is responsible for overseeing Office of General Counsel (OGC) operations, as well as providing legal advice and guidance to U.S. Marshals Service personnel.

Shannon R. Saylor was nominated by President Joseph R. Biden and confirmed by the United States Senate on June 07, 2023, to serve as the U.S. Marshal for the Eastern District of Virginia.

Michelle C. Hamilton was named the Acting (A) Chief of Staff of the United States Marshal Service (USMS) in January 2024. The USMS occupies a uniquely central position in the federal justice system, involved in virtually every federal law enforcement initiative.

Thomas L. Foster was nominated by President Donald J. Trump and confirmed by the United States Senate on July 2, 2020. U.S. Marshal Thomas L. Foster began his law enforcement career as Deputy Sheriff for the Salem, Virginia, Sheriff's Office.

Ms. O'Brien joined the U.S. Marshals Service (USMS) in October 2012, as the Chief Financial Officer (CFO), and primary financial advisor, responsible for the development and execution of $4.0 billion in appropriated funds on an annual basis.

Craig Ellis Thayer was sworn-in as the United States Marshal for the Eastern District of Washington on September 7, 2010, the same day he honorably retired as the Sheriff of Stevens County, Washington. As Marshal, Thayer is responsible for leading and directing operations, including security and protection of the United States Courts, criminal investigations, fugitive apprehension, execution of federal court orders and other law enforcement activities in the District.

United States Marshal Michael T. Baylous began his law enforcement career as a Trooper within the West Virginia State Police. During his career with the West Virginia State Police, he served as a Field Trooper, an Investigator within the Bureau of Criminal Investigations, the Public Information Officer, and a Troop Logistical Officer.

On February 4th, 2019, Kim V. Gaffney was sworn-in as the 20th United States Marshal for the Western District of Wisconsin. As the United States Marshal for the Western District of Wisconsin, Gaffney is responsible for enforcing all orders of the United States District Court in the western 40,000 square miles of Wisconsin.

On February 26, 2020, President Donald Trump nominated Anna M. Ruzinski of Wisconsin, to serve as the United States Marshal for the Eastern District of Wisconsin. Previously, Anna Ruzinski served as the Chief of Police for the Menomonee Falls Police Department.
