Chicago Street Dedicated to Fallen Deputy U.S. Marshal

Chicago, IL - A portion of Chicago’s South Dearborn Street was designated Roy L. Bill Frakes Memorial Way in a ceremony held July 25, 2022. USMS Director Ronald L. Davis and U.S. Marshal LaDon Reynolds both presented remarks in the special ceremonial session of the U.S. District Court, held in the Quincy Courtyard of the Everett McKinley Dirksen Courthouse.
An Avon, Illinois, native, DUSM Frakes had been on the job only nine months when he was killed in the line of duty attempting to stop a prisoner escape during a transfer to the MCC on July 20, 1992. A man on trial for a number of bank robberies had slipped his restraints and disarmed another DUSM before killing Frakes in the garage of the court facility. He then engaged in a shootout with CSO Harry Belluomini, a retired CPD officer, who managed to strike his killer with a fatal shot before he died.
The dedication was originally scheduled for March 20, 2020, but had been postponed due to the pandemic.
