The Office of Professional Responsibility (OPR) is committed to ensuring the agency’s core values: Justice, Integrity and Service.

Mission

The Office of Professional Responsibility ensures accountability and integrity of United States Marshals Service (USMS) programs, personnel, and financial activities. The Office of Professional Responsibility is comprised of Internal Affairs, Force Review Branch, Compliance Review and Business Integration Center.

Internal Affairs ensures all allegations of misconduct and integrity violations are analyzed and investigated in compliance with the Department of Justice (DOJ) and U.S. Marshals Service policies and procedures.

Force Review Branch (FRB) is empowered to conduct a thorough, objective, and neutral review of the circumstances of all United States Marshals Service use of force incidents. In examining a law enforcement officer's use of force, the Force Review Branch utilizes factors commonly referred to as "Graham Factors" established in the Supreme Court case Graham vs Conner 490 U.S. 386 (1989).

Compliance Review conducts examinations of U.S. Marshals Service districts, divisions, and individual program areas. Compliance Review ensures components are following established Department of Justice and U.S. Marshals Service policies and procedures.

Reporting Misconduct by U.S. Marshals Service Employee

U.S. Marshals Service employees are carefully selected and held to the highest standards of personal integrity.  We do not tolerate bias, improper profiling, or any other form of misconduct by our agency or its employees.

Allegations of misconduct should be submitted to the Office of Professional Responsibility in writing by mail or e-mail to the address below. Please provide any supporting documentation to include video. No form is required, but please include in your letter or email the following information:

  • Your full name telephone number, and e-mail address
  • The name and title of the individual you believe engaged in misconduct
  • The details of the allegation
  • Copies of any documents that support your allegation
  • Any other information relevant to your complaint
