U.S. Marshals Arrest 383 Violent Fugitives and Sex Offenders During Operation Forward Pressure and Operation Red Card

Newark, NJ – The U. S. Marshals, in coordination with their federal, state, and local partners, have completed two focused enforcement initiatives aimed at enhancing public safety by targeting repeat violent fugitives and non-compliant convicted sex offenders throughout New Jersey during the 2026 FIFA World Cup and in the months leading up to it.

Operation Forward Pressure, an aggressive fugitive enforcement initiative targeting repeat violent offenders and gang members wanted for crimes including homicide, armed robbery, sexual assault, aggravated assault, weapons offenses, and other serious felony offenses. Deputy U.S. Marshals working alongside task force officers from participating agencies, conducted an intelligence driven operation to identify and arrest individuals who pose the greatest threat to the safety of the citizens of New Jersey and the tens of thousands of visitors enjoying the FIFA World Cup Championship.

The second initiative, Operation Red Card, served to identify, locate, and apprehend convicted sex offenders who have failed to comply with federal, state, or local registration requirements. This endeavor focused on individuals who have absconded, failed to register or update required information, or otherwise violated sex offender registration laws.  

Throughout these operations, U.S. Marshals led task force teams across the state arrested 383 wanted individuals, including 107 known gang members, 48 convicted sex offenders, 21 for sex assaults, and 19 homicide suspects. Astoundingly, these wanted subjects had an average of 12 prior arrests per offender. In addition to the arrests, 28 illegal firearms and over $95,000 in cash were seized.    

Notably, these coordinated enforcement actions led to the following arrests:  

On March 19, 2026, Adan Lemus, 49, was arrested in Schenectady, New York on a warrant out of Long Hill for Failure to Appear for Sexual Assault.

On May 1, 2026, Jaheed Fields, 20, was arrested in Newark, on a warrant out of Union County for Murder, five counts of Attempted Murder, Unlawful Possession of a Handgun, Possession of a Weapon for Unlawful Purpose after he allegedly entered a Chik-Fil-A restaurant in Union and shot six people.  

On May 10, 2026, Francisco Orduno-Luna, 39, was arrested in Gloucester City, on warrants out of Camden County and Pennsauken for two incidents of Sexual Assault.

On May 14, 2026, Shaquan Hyppolite, 27, was arrested in Jersey City, on a warrant out of Syracuse, New York for Murder and Weapons Offenses.

On May 18, 2026, Angelica Manning, 24, was arrested in Bayonne, on a warrant out of Jersey City for Robbery.  

On May 20, 2026, a 17-year-old juvenile, was arrested in Kannapolis, NC on a warrant out of Jersey City for a non-fatal shooting.  He was armed with a pistol when taken into custody.

On May 22, 2026, Aziz Speller, 39, was arrested in Newark, on a warrant out of Essex County for Murder, Conspiracy to Commit Murder, and Weapons Offenses, after jumping from a third-story hotel window.

On May 26, 2026, Jeffrey Lee, 60, was arrested in Orange, on a warrant out of Union County for Murder, Possession of a Weapon for Unlawful Purpose, and Unlawful Possession of Handgun.

On June 11, 2026, Jose Francisco Ramos, 33, was arrested in Fairfax, Virginia, on a warrant out of Union County for Aggravated Manslaughter.

On June 17, 2026, Sergey Stanilovskiy, 44, was arrested in Aspen, Colorado, after leading investigators on a multi-state manhunt, on a warrant out of Camden County charging him with 10 counts of Sexual Assault of a Minor.  Additionally, Stanilovskiy was wanted out of Russia on similar charges.

On June 25, 2026, Alexis Massa, 38, was arrested in Camden, on a warrant out of Camden County for Attempted Murder and Weapons Offenses.

 On June 26, 2026, Christian Vasquez-Quiroz, 31, was arrested in Iselin, on a warrant out of Union County for Aggravated Manslaughter.

On June 28, 2026, Raheem Rhett, 36, was arrested in Raleigh, North Carolina on a warrant out of Jersey City for Murder.

“Make no mistake about it, violent career criminals and convicted sex offenders are a menace to public safety. The U.S. Marshals and their local partners will never stop trying to remove them from our communities,” said Nicholas Ricigliano, Acting U.S. Marshal for the District of New Jersey. 

“Operations Forward Pressure and Red Card demonstrated our unwavering commitment to pursuing and maintaining relentless pressure on those individuals until they are taken into custody.” said Ricigliano.

Both operations leveraged the investigative expertise of the U.S. Marshals Service and the resources of its federal, state, county, and municipal law enforcement partners. The coordinated efforts utilized intelligence analysis, investigative leads, and targeted enforcement strategies to maximize public safety during the World Cup while minimizing the risk to the community.
