On September 6, 2022, a Federal Bond Default warrant was issued in the U.S. District Court for the Southern District of California for Leonard Glenn Francis. Francis is charged in an extensive bribery scheme and absconded while out on federal supervision pending sentencing. The case is a high profile complex bribery case investigated by the Naval Criminal Investigative Service (NCIS). Francis was facing up to 25 years in prison when he cut of his GPS ankle monitor on September 4, 2022, and fled.
