Quintella “Quin” Downs-Bradshaw is the Acting Chief of Staff (COS) for the U.S. Marshals Service (USMS), bringing over 35 years of leadership and operational experience. She oversees the Office of Public and Congressional Affairs (OCPA), the Office of Equal Employment Opportunity (EEO), and the Office of Strategic Insight (OSI), ensuring alignment with USMS and Department of Justice (DOJ) priorities. She also serves as the primary liaison to the White House, the Attorney General, and the Deputy Attorney General.
Previously, Acting COS Downs-Bradshaw was the Acting U.S. Marshal for the Northern District of Texas (N/TX), leading operations across eight offices and managing a multi-agency task force. Before that, she spent over a decade as Chief Deputy U.S. Marshal (CDUSM) in both N/TX and the Western District of Louisiana.
Since beginning her USMS career in 1988 as a guard and administrative assistant in N/TX, Acting COS Downs-Bradshaw has risen through the ranks, becoming a Deputy U.S. Marshal in 1992 and holding numerous key leadership roles across multiple divisions. Her experience includes serving as a Witness Security Inspector, Supervisory Deputy U.S. Marshal, Protective Intelligence Inspector, Senior Judicial Security Inspector, and Chief Inspector for the Judicial Security Division. She has also held the positions of Acting Deputy Assistant Director and Chief of Operations for the Justice Prisoner and Alien Transportation System (JPATS). In addition to her operational assignments, she has served as a USMS Career Board member and Chairperson.
Acting COS Downs-Bradshaw holds a bachelor’s degree in business administration and management from Northwood University. Beyond her professional responsibilities, she has been an advocate for community engagement, spearheading initiatives to support underserved communities and youth sports in Dallas and the surrounding areas.
